Permission to use agricultural land for a non-agricultural purpose.

Most land outside a planned area is recorded as agricultural. Building a house, a shop or a hotel on it requires the recorded use to be changed first — variously called CLU, NA conversion or diversion. Building before the change is regularised is a common and expensive mistake.
