What permissions do I need before building?

MPD-2021 was notified on 07.02.2007 and its residential ground coverage figures — 90% below 100 m², 75% from 100 to 750 m², 50% above 750 m² — are reproduced unchanged in DDA's own development-controls handbook of 18.01.2023. That is a check against the plan authority's current reference, not merely against the original notification. Two qualifications: the handbook is a consolidated reference rather than a gazetted list of modifications, and it says nothing about anything issued after January 2023. MPD-2041 has been in preparation for years and is not notified, so MPD-2021 remains the operative plan.

100% coverage and FAR 350 exist only as a regularisation

For plots between 100 and 175 m², 100% ground coverage and FAR 350 are available — but only to regularise construction that already existed on 22.09.2006, on payment of charges as notified. This is not a design entitlement for a new building, and reading the '**' against the 100-250 band as though it were one would overstate what may be built by a third. The minimum residential plot size is 32 m², reducible only for Government-sponsored EWS schemes.
