Ground coverage caps the footprint at ground level, and the land-use structure fixes how the rest of the site is divided between green, roads and amenities.
How much of the plot may the building actually sit on?
90% maximum ground coverage — the most permissive footprint of any state in this corpus. Applies to the three smallest bands: below 32 m², 32–50 m² and 50–100 m². 100% coverage is eligible for regularisation where the construction already existed on 22.09.2006, on payment of notified charges.

Minimum plot size, and no subdivision
verbatim
The minimum size of a residential plot is 32 m², though it may be reduced further for Government-sponsored economically weaker section schemes. Subdivision of plots is not permitted; where a plot carries more than one building, their combined built-up area and ground coverage may not exceed what is permissible for that plot.
