Building rules in Kerala

Kerala runs two building codes side by side — the Municipality Building Rules for municipal areas and the Panchayat Building Rules for panchayats, which is most of the state's land. Both are on this page and every rule says which one it belongs to. Coverage and FSI differ between them; the yards turn out to be identical.
